Job Description

External Auditor 3 Position Overview

Are you a skilled auditor with a passion for ensuring financial compliance and accountability? Do you have experience leading audit teams and conducting both routine and complex financial audits? If so, Opportunities for Ohioans with Disabilities (OOD) is looking for an External Auditor 3 to bring their skills to our Fiscal team.

As an External Auditor 3, you will independently and as part of a team, conduct financial and compliance audits of entities that receive state funding or are subject to state oversight. You will develop audit procedures, perform in-depth reviews of financial records, and assess compliance with state and federal regulations. Your role will also include serving as a lead auditor, guiding audit teams, and reviewing reports for accuracy and adherence to auditing standards. You’ll collaborate closely with agency staff, contractors, and vendors to ensure compliance and recommend process improvements.

Most positions offer the flexibility of a hybrid schedule that combines working from home with regular in-office and/ or community presence. In-person work requirements may change for training, meetings, and other operational needs. Employees must reside at a location that allows for reasonable response time to workplace reporting requirements. 

Daytime travel within Ohio may be required. The selected candidate must provide own transportation or, in order to operate a state vehicle, must have a valid driver’s license.

External Auditor 3 Duties

  • Conduct routine & complex financial & compliance audits.
  • Responds to questions & concerns & prepares audit reports.
  • Takes lead role on special audits & ad hoc projects as assigned.
  • Is proficient in Microsoft Suite (i.e., Teams, Excel, Word, Outlook).
  • Reviews audit reports prepared by peers for accuracy, completeness & compliance with agency standards.
  • Provides technical assistance & training to agency staff & stakeholders including researching the relevance & applicability of federal & state rules, regulations, policies & procedures.
  • Performs internal testing of agency policies, procedures & processes as needed.
  • Attends internal and external training & agency staff meetings.

A Successful External Auditor 3 has:

  • Thorough knowledge of auditing standards and procedures.
  • Strong analytical and critical thinking skills.
  • Leadership and team coordination experience.
  • Excellent communication skills.

Division of Fiscal Management

The Division of Fiscal Management oversees the financial resources of the agency in accordance with relevant laws, regulations, and policies. This includes budget planning, revenue forecasting, expenditure monitoring, and financial reporting. Fiscal staff are responsible for ensuring transparency, accountability, and efficiency in the use of public funds, as well as identifying opportunities for cost savings and revenue generation. They may also be involved in long-term financial planning and analysis to support the agency's mission and objectives.

Qualifications

5 years' experience in auditing or accounting, which must have included 30 months' auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description AND 12 months' experience as audit team lead or auditor in charge.

-Or completion of undergraduate core coursework in accounting, business administration, computer science or related field AND 3 years' experience in auditing or accounting which must have included 18 months' auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description AND 12 months' experience as audit team lead or auditor in charge. 

-Or 12 months' experience as External Auditor 2, 66462.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
