Job Description Summary
Performs advanced (senior-level) planning and design work centered around the development of systems such as web-based applications and projects for the Texas Water Development Board’s Texas Geographic Information Office (TxGIO). Work involves leading user research and usability testing, identifying and documenting user needs and requirements, and developing artifacts and visuals to explain human centered design methods and findings. Creates wireframes, prototypes, and technical user interface documentation for testing and developer guidance. Schedules and conducts meetings with stakeholders to solicit feedback. Collaborates with developers, project managers, and stakeholders on constraints, requirements, and recommendations. Gives presentations and leads workshops to promote human centered design. May train others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Design, Innovation, and Marketing Department.
Essential Job Functions
- Conducts user research and usability testing based on project needs.
- Defines and develops user needs, user interface, and key workflow requirements for TxGIO applications and projects.
- Develops conceptual frameworks, story board designs, wireframes, and/or prototypes to illustrate use cases and user interface functionality.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.

Minimum Qualifications
- Graduation from an accredited four-year college or university with a bachelor’s degree in Interaction Design, UX/UI Design, User Experience Design, Product Design, Web Design, Application Design, Computer Science, Computer Engineering, Information Systems, Graphic Design, Visual Communication Design, or a related field.
- Five years of relevant work experience in user experience design.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
Preferred Qualifications
- Ten years of relevant work experience in user experience design.
- Two years of relevant work experience in the public sector.
- Two years of experience working with GIS or other data.
- Three years of experience doing graphic design work.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of local, state, and federal laws and regulations relevant to the Design, Innovation and Marketing Department.
- Knowledge of the principles and practices of public administration.
- Knowledge of design tools such as Figma, Sketch, Adobe CS, or similar.
- Knowledge of the open web, e.g., CSS, HTML, or similar.
- Skills in using Microsoft Office programs such as Word, Excel, and Teams.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Skills in communication, presentation, and documentation for audiences of all technical levels.
- Ability to provide timely communication of project status to functional managers or project managers as needed.
- Ability to learn new technologies and frameworks, adapt strategies when necessary, and get things done.
- Ability to gather, assemble, correlate, and analyze data.
- Ability to analyze systems and procedures, to write and revise standards and procedures, and to communicate effectively.
- Ability to meet with public/government officials to initiate collaborative efforts and to request data for integration into work products.
