Police Fiscal Manager

Job Summary

Under administrative direction, is responsible for managing, directing, and coordinating financial, accounting, and related administrative functions for the department. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission.  This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

7:45 a.m. - 4:30 p.m., Monday - Friday

Essential Job Functions

  • Administers and manages the fiscal operations division.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Assists in developing financial plans to acquire revenues to cover the department's operations, debts, and major construction projects.
  • Assists in the preparation of the fiscal budget and monitors all expenditures of the department.
  • Manages the accounting functions to ensure proper control and recording of financial transactions.
  • Reviews the department's ordinances to be submitted to City Council.
  • Assists in developing departmental policies and procedures which affect budget, accounting, and other financial transactions.
  • Manages continuous improvement of internal accounting and administrative controls for the safeguarding of the City's assets.
  • Serves as liaison among divisions, departments, and outside groups having an interest in financial matters.
  • Manages the development of financial analysis and advises on forecasting of revenue and expenditures.
  • Assists in contract negotiations and manages contracting functions and claims resolutions.
  • Manages customer service function responsible for collection of fees and rates.
  • Assists in adherence to all applicable fiscal policies and procedures.
  • Provides technical guidance and direction, and coordinates training for departmental staff on an on-going basis.
  • Coordinates the completion of major special projects as directed by the Department Fiscal Administrator.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of experience in budgeting and fiscal operations, to include two (2) years of management or supervisory responsibility.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
  • Valid Class 'C' Texas Driver's License.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college or university.

If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to analyze and evaluate accounting and financial problems, documents and reports.
  • Ability to provide technical and professional advice and direction to subordinate staff.
