Are you interested in a challenging, no two-days-alike job that interacts with the U.S. Congress daily? Do you like working at a fast-paced tempo, on deadline, and enjoy managing competing demands and large volumes of requests for information from high-impact players? Do you enjoy monitoring congressional hearings, preparing Agency witnesses to testify before Congress, providing technical assistance on legislative language, and meeting with State and local fly-in delegations? Do you have knowledge of Congress, the Federal-aid highway program, and substantial experience working directly with oversight committees as well as working with leadership across an Agency?

If that is YOU, please consider applying for the position of Congressional Affairs Team Lead/Transportation Specialist on the Congressional Affairs Team, which serves as the primary point of contact between FHWA and Congress!

We are seeking candidates with senior-level experience and knowledge of Federal transportation programs and authorities who work well in a dynamic and interactive team environment and have strong partnering skills and are exceptional communicators with a demonstrated ability to quickly and independently research and synthesize complex information into written materials and concepts for use by Agency and Departmental leadership and decision-makers. It is noted that we are seeking candidates with senior-level experience, not only current FHWA employees, and everything that follows points to experience with FHWA programs.

As a Congressional Affairs Team Lead/Transportation Specialist, you will:

  • Lead the Congressional Affairs Team in establishing and maintaining positive working relationships with Congress, Congressional Committees, and Congressional staff.

  • Monitor and track daily proceedings of Congress and requests and keep abreast of Congressional action which might affect FHWA (advising leadership accordingly).
  • Coordinate and manage responses to Congressional requests for technical assistance from FHWA (or other Congressional inquiries).
  • Support FHWA and the U.S. Department of Transportation witnesses to prepare for Congressional hearings and meetings.

The ideal candidate for this position is an energetic and visionary leader with political and organizational savvy and a customer-service orientation who can work comfortably and capably in a fast-paced, flexible, and team-oriented work environment and communicate effectively with a variety of audiences, including senior executives.

The ideal candidate should have experience with handling complex and sensitive congressional issues; an understanding of FHWA’s policies, programs, and authorities, and of associated Congressional committees and procedure; and skill in coaching, developing, and motivating team members.
