Human Resources Specialist

Human Resources Specialist (ER/LR Policy)

USDA Agricultural Research Service is currently recruiting for a remote Human Resources Specialist (ER/LR Policy).


Duties:

  • Participate as part of a management team and serve as a resource for developing and recommending procedures and policy-impacting activities related to employee and labor relations.
  • Represent a federal agency or client agencies in hearings before the Merit Systems Protection Board and other third-party actions or arbitrations.
  • Provide technical leadership for personnel and staff in carrying out their representational responsibilities.
  • Advise and consult with staff and other personnel on cases involving disciplinary or performance-based actions, misconduct complaints and employee relations, policies and programs.
  • Draft, negotiate, and examine agreements or other legal documents required by the agency's actions in regard to employee or labor relations activities.
  • Provide customer service to clients and management officials to establish and maintain effective working relationships.


Experience: Based on grade level, one year of specialized experience which is directly related to the work of the position to be filled and which has equipped the applicants with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience representing an agency/client in hearings related to employee and labor relations; analyzing guidance or laws on policy impacting activities to provide guidance; and advising staff, stakeholders, or government officials on human resource management programs related to employee and labor relations.

Education: This position does not have an education qualification requirement.

Selective Placement Factor(s): In addition to the specialized experience requirement above, this position has a selective placement factor (SPF). Selective Placement Factors are special requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job.   • Experience in litigation, specifically representing an Agency/client before a judge in a hearing/trial.
