Description of Job

 

The Office of Budget and Policy ensures that available financial resources are effectively and efficiently used to meet the mission of the Department's programs, and to ensure that state funds are spent in compliance with statute, fiscal rule, and Department policy.

Primary Duties:
Financial Development, Management and Analysis-

  • Analyzes forecasting models and systems for projecting revenue.
  • Performs analyses based on frequencies, distributions, correlations, regressions and other measurements of collected data.
  • Researches models and makes recommendations based on the appropriate analyses.
  • Interprets results of analysis and provides explanations for vacancies and trends in revenues and fees for various business units.
  • Researches by utilizing current studies, methodologies, and data from a variety of sources to support revenue projections as appropriate.

Financial Reporting-

  • Aids in the production, questioning, verification, and validation of detailed summary reports and financial presentations.
  • Reviews and investigates DOR accounting transactions to improve data accuracy.
  • Creates financial reports and policies that align with the goals of the Division.
  • Compares actual results with forecasted to analyze and identify areas of strengths and weaknesses.
  • Identifies and elevates potential budget-related problems and concerns to actively work toward a resolution.

Financial Data Reconciliation-

  • Collaborates with the budget and financial staff across program areas in DOR to compare monthly financial analysis processes
  • Collaboratively works with budget staff to identify trends and anticipate future issues.
  • Reviews and validates budget change requests (i.e. decision items, supplemental requests, budget amendments, and budget comebacks)
  • Uses technical and budget expertise to evaluate and improve the quality and timeliness of information and processes related to budget development and management.

Fiscal Note Process/Budget Process-

  • Assists in the legislative fiscal note process.
  • Reviews proposed legislation, which may have a fiscal or operational impact.
  • Work with appropriate SME's and write statements based on any conflicts and fiscal impacts.

Training, Mentoring and Ad-Hoc Reporting

This position will be required to go into the office once a quarter, located in Lakewood, CO.
This position is currently tasked with performing work duties via flex-place (aka telework, work-from home arrangements) with as needed on-site visits with client groups.

 

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

 

 

MINIMUM QUALIFICATIONS:  

Must meet one of the following or any combination of experience/education to meet the qualifications:


 

OPTION 1:

7 years of experience in budget analysis and/or financial analysis, related to the work assigned to the position.  


OPTION 2:
 

Bachelor's degree from an accredited institution in Business, Finance, Accounting, Economics or as determined by the department. 

AND

3 years of professional experience in budget analysis and/or financial analysis, related to the work assigned to the position


 

OR

OPTION 3:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience. 


Preferred Qualifications
 

Intermediate Excel proficiency or higher

Proficiency in financial modeling and related software utilization

Experience preparing financial information for internal leadership and external audiences and communicating information at multiple levels

Experience in developing financial projections and conducting variance analysis

Experience developing financial databases and cost/revenue modeling

Experience in government and familiarity with compliance, policy, strategy and government finance regulations

Demonstrated analytical, written and oral communication skills

Ability to work independently, organize and track workload

Experience with GAAP and GASB

State experience with CORE
